Accompanying the Prime Minister were Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Ho Duc Phoc, Minister of Transport Tran Hong Minh, Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh, leaders of ministries, branches and localities.
Long Thanh International Airport is the largest airport project in our country to date, a project of special importance to the socio-economic development of the Southeast region and the whole country.
This is the 5th time the Prime Minister has inspected the Long Thanh airport project site, after the Tet holidays in 2022, 2023, 2024 and September 2024. After inspecting the site, the Prime Minister chaired a meeting with relevant ministries, agencies and localities.

According to reports at the meeting, from September 2024 (the last time the Prime Minister visited the site) to now, after just over 2 months, many items and works have achieved a large construction volume.
The agencies have reported to the National Assembly to approve the policy of adjusting the project to add a second runway; Allowing the adjustment of the project implementation time until December 31, 2026; allowing the Government to approve the adjusted Feasibility Study Report according to its authority.
Component project 2 – air traffic control tower has completed the reinforced concrete part, and is constructing the tower extension from the 15th floor. Component project 3 – passenger terminal has achieved 100% completion of the entire reinforced concrete structure, and is implementing the finishing work (main frame roof processing reaching 56%, installation reaching 35%). The runway has been constructed with crushed stone aggregate layer and cement concrete lining reaching 71.44%, cement concrete surface reaching 40.32%… 3 months ahead of the contract schedule.


Thus, the works, items, and component projects are basically being implemented on schedule, with some items being faster than required, especially the works invested by the Airports Corporation of Vietnam (ACV) (passenger terminal; runways, taxiways, and aprons). However, achieving the goal of completing the project in 2025 (earlier than the time allowed by the National Assembly) is a huge task, requiring all levels, ministries, investors, and contractors to make every effort to shorten the progress of the bidding packages.
Regarding traffic connections, the Ministry of Transport said that in phase 1, Long Thanh airport is expected to receive 25 million passengers and 1.2 million tons of cargo per year, of which 70-80% are international flights. According to the plan, the connection system to/from Long Thanh airport is by 2 methods: road and rail, including 5 road routes and 3 rail routes.
Road traffic routes include: Bien Hoa-Vung Tau Expressway, Ho Chi Minh City Ring Road 3, Ben Luc-Long Thanh Expressway (these 3 projects are being implemented, expected to be completed in 2025-2026), Ho Chi Minh City-Long Thanh Expressway (currently operating 4 expressway lanes, expected to expand to 8-10 lanes), Ho Chi Minh City Ring Road 4 (has submitted investment policy).
Regarding railways, including the North-South high-speed railway from Thu Thiem station to Long Thanh (the National Assembly has just approved the investment policy, expected to start construction in 2027 and be completed in 2035); the Thu Thiem-Long Thanh light rail line is expected to be submitted to competent authorities in 2025; urban railways (HCMC is submitting to competent authorities a project to mobilize resources to synchronously invest in urban railway lines, including this line).


The shape of the project has become increasingly clear
In his concluding remarks, Prime Minister Pham Minh Chinh assessed that the progress of the project has achieved many very positive results. Overall, the entire project has completed a large amount of work, the shape of the project has become increasingly clear; Many packages are ahead of schedule, especially component projects 2 and 3, with more than 6,000 workers and 2,200 construction equipment mobilized at the construction site.
In addition to positive results, site clearance work is still more than 1% (the connecting traffic site has been completed). Component project 4 (other works such as cargo terminals) is being implemented slowly, the Ministry of Transport is selecting investors. Component project 1 (works of state management agency headquarters), the Ministry of Agriculture and Rural Development has not yet allocated capital, and has not completed the procedures for approving the investment policy for the animal and plant quarantine agency headquarters.


In the coming time, with the spirit of “clear people, clear work, clear time, clear responsibility, clear products”, time, intelligence and timely and timely determination are the factors for success, the Prime Minister requires all work to be completed before December 31, 2025 and Long Thanh airport to be put into operation before February 28, 2026, to regain the delayed progress, there can be no more delay.
Considering that the overall implementation of the work at the construction site still has some fragmented and uncoordinated points, the Prime Minister requested relevant entities to rebuild the progress critical path, work in a rolling manner, organize the work more closely, synchronously, and rhythmically, mobilize more human resources, equipment, mobilize the total force of main contractors, subcontractors, police and military forces to participate in implementing the work that can be done.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct and work monthly to inspect and urge the implementation of the project. Minister of Transport Tran Hong Minh and the agencies coordinate to implement the work according to their functions, tasks, and powers, especially the implementation of component project 4 to ensure synchronous completion with component project 3 and other component projects.

Regarding the implementation of the second runway, the Ministry of Transport, based on the National Assembly’s resolution, will carry out necessary procedures, urgently develop and implement a plan to implement the second runway, ensuring synchronous completion with component project 3 and other component projects.
In parallel with the progress, it is necessary to closely inspect and supervise to improve quality, ensure labor safety, technical safety, aesthetics, environmental sanitation and people’s lives. At the same time, urgently prepare to implement phase 2 of Long Thanh International Airport, taking advantage of available human resources and machinery at the construction site.

The Prime Minister requested to continue to uphold the spirit of patriotism and responsibility to make more efforts and determination, work in the spirit of “overcoming the sun, overcoming the rain, not losing to storms”, “eating quickly, sleeping urgently”, working in “3 shifts, 4 shifts”, working through holidays, Saturdays and Sundays, “only working, not backing down”; study and promote the spirit of “lightning speed”, valuable experiences in implementing the construction of the 500KV line 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).
The Prime Minister pointed out that the Ministry of Agriculture and Rural Development and the Ministry of Transport must clearly identify responsibilities, review and handle those responsible for the implementation of delayed work in component 4 and component 1 projects, and report to the Prime Minister before December 15.
Also at the meeting, representatives of the agencies discussed and clarified many specific issues related to the implementation of bidding packages of Long Thanh airport and connecting traffic projects.

Regarding traffic connection infrastructure projects, the Prime Minister basically agreed with the proposals of the agencies, requesting to ensure and speed up the progress of ongoing projects. The Ministry of Transport reviewed and studied other connecting traffic options such as metro, or subway, or high-speed railway connecting Long Thanh and Tan Son Nhat airports, ensuring the fastest, most effective, ensuring that the route direction and investment capacity must be completed in the first quarter of 2025, etc.

Regarding the capital source of the Vietnam Expressway Corporation (VEC) in expanding the Ho Chi Minh City-Long Thanh Expressway, the Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct this content, report to the Prime Minister on the solution before December 15, 2024; complete the documents submitted to the National Assembly in December.
The Prime Minister agreed in principle to upgrade the Ho Chi Minh City-Long Thanh-Dau Giay route to 10 lanes; as well as the plan to build a river tunnel to replace the plan to build a bridge in the Cat Lai area connecting Dong Nai and Ho Chi Minh City.

Requesting the People’s Committee of Dong Nai province to implement the planning to develop Long Thanh city into an airport city. The Prime Minister also directed ministries, branches and localities to proactively carry out tasks according to their functions and tasks, avoid pushing the issue, and promptly submit to competent authorities for consideration issues beyond their authority and requiring additional mechanisms and policies.
