Urgent implementation at all construction sites
Component projects of the Long Thanh International Airport construction project are being actively implemented, most of which have achieved and exceeded the set schedule. In particular, at Component Project 1 (Headquarters of State management agencies), the Airport Authority headquarters, and the Immigration Department headquarters will be completed before December 2025. The Customs headquarters and local police stations are expected to start construction in December 2024 and be completed in June 2025. The headquarters of the Animal/Plant Quarantine agencies are preparing investment policies that have not been approved due to lack of capital allocation.
For Component 2 (works serving flight management), the reinforced concrete part of the Air Traffic Control Tower has been completed, moving on to installing steel structures and inviting bids for specialized flight management equipment; closely following the completion schedule of December 31, 2025.
For Component 3 (Long Thanh International Airport), the construction of the fence and leveling of the ground has been basically completed; the construction of the Passenger Terminal, runway, apron, connecting traffic, fuel supply, internal port traffic infrastructure and fences is underway; a contractor is being selected for the construction of the Parking Lot package. In general, the progress of the main packages, especially the package for construction and installation of equipment for the Passenger Terminal, is meeting the plan to put into operation before August 31, 2026.
In particular, the package for construction and installation of equipment for the runway, taxiway, apron, cargo terminal, hangar, isolation and other works will be completed before April 30, 2025, 3 months ahead of schedule; The traffic connection package is expected to be completed before December 31, 2025. Other packages are expected to be completed before August 31, 2026.
Along with that, the units are actively implementing the second runway. It is expected to be submitted for appraisal and approval in December 2024 – February 2025; Bidding, preparing technical design documents, submitting for appraisal and approval in February 2025 – March 2025; bidding for construction and installation in April 2025 – May 2025 and organizing construction from May 2025 to May 2026 to complete.
Component project 4 (ground service works) will report the results of investor selection before December 10, 2024; expected to sign the contract in December 2024. Investment implementation progress is about 18 months, striving to complete the projects in June 2026.
Along with the implementation of component projects of the Long Thanh International Airport Project, connecting traffic projects are also being implemented in parallel, including: 05 road routes and 03 railway routes. Of which, the road routes are: Bien Hoa – Vung Tau Expressway; Ho Chi Minh City – Long Thanh Expressway; Ho Chi Minh City Ring Road 3; Ben Luc – Long Thanh Expressway; Ho Chi Minh City Ring Road 4. At the same time, research and implementation of railway routes are being conducted: North – South high-speed railway; Thu Thiem – Long Thanh light railway; urban railway from Tan Son Nhat International Airport to Thu Thiem station.
In particular, following the direction of the Prime Minister, Dong Nai province is planning the Long Thanh Airport Urban Area, including: Long Thanh Airport Urban Area, Long Thanh District and part of Nhon Trach District; planned and developed according to the airport urban model that has been successfully applied in the world, bringing many positive breakthroughs such as: Dubai Airport, Frankfurt Airport of Germany, Changi Airport of Singapore…
After inspecting the site, urging and presenting gifts to encourage construction units at the construction site, Prime Minister Pham Minh Chinh and the working delegation had a meeting with ministries, branches, Project Management Board, construction contractors, supervision consultants, localities and related entities to review the work, resolve difficulties, and promote project implementation.
Prime Minister Pham Minh Chinh emphasized that the Long Thanh International Airport project is the largest airport project in our country to date, the project is of special importance to the socio-economic development of the Southeast region and the whole country.
With the strong direction of the Prime Minister, the active participation of ministries, branches, localities, relevant agencies and the proactive and drastic action of the Vietnam Airports Corporation (ACV), especially after the direction of the Prime Minister during the inspection trip in September 2024, the project implementation progress has achieved many very positive results. Up to now, many items and works have achieved large construction volumes, ahead of schedule, the shape of the airport is increasingly clear.
Besides praising ACV, Vietnam Air Traffic Management Corporation, contractors, construction units, consulting units and more than 6,000 engineers, workers and laborers for speeding up construction progress, bringing the projects to the finish line ahead of schedule, Prime Minister Pham Minh Chinh pointed out that, besides the very positive and positive results achieved, there are still some tasks that are slow, have not changed or have not had specific results such as: Site clearance is still at 98.92% as from September 2024; Component project 1, with the headquarters of the state management agency, has not completed the investment policy approval procedures; Component project 4 – is being implemented slowly, selecting investors; The implementation of the development plan for Long Thanh city as an airport city has not yet had specific results…
Basically completing Long Thanh airport in 2025
Emphasizing the goal of basically completing the Long Thanh International Airport project before December 31, 2025, Prime Minister Pham Minh Chinh said that the construction at the project is currently quite sporadic, not smooth, and difficult to complete the target. Therefore, it is necessary to focus more, mobilize all means, machinery, human resources, concentrate materials and equipment, and synchronously deploy in all items; at the same time, strengthen inspection, supervision and urging to ensure quality, labor safety, construction aesthetics and ensure people’s lives…
The Prime Minister requested the Ministry of Transport, the Investor and relevant ministries and branches to clearly review the responsibilities of individuals and organizations causing obstacles leading to difficulties and delays, strictly handle them according to the regulations of the Party and the laws of the State, and immediately transfer or dismiss officials who cause obstacles and delays in project implementation. In particular, explain the delay in the construction of the Headquarters of Animal/Plant Quarantine agencies and ground service facilities; clearly identify responsibilities, and report to the Prime Minister in December 2024.
The Prime Minister requested ministries, branches, units and individuals participating in the project to continue to uphold the spirit of patriotism and responsibility to make more efforts and determination, work in the spirit of “overcoming the sun, overcoming the rain, not losing to the storm”, “eating quickly, sleeping urgently”, working in “3 shifts, 4 shifts”, going through holidays, going through Saturdays and Sundays, “only working, not talking about backtracking” to speed up the construction progress of the project, striving to complete ahead of schedule for each project item and the entire Project.
In particular, rebuilding the progress critical path, in addition to making every effort to their full capacity, the main contractors mobilized additional local subcontractors to participate in the construction of appropriate items and tasks; along with mechanical construction, mobilized forces such as the police, army, youth, etc. to participate in undertaking appropriate manual tasks.
The Prime Minister directed that together with the implementation of phase 1 of the Long Thanh International Airport Project, the construction of runway 2 should begin immediately, striving to start construction in early 2025; at the same time, the design steps, capital arrangement, and contractor selection should be implemented immediately, when phase 1 is completed in 2025. In the immediate future, the runway planning should be adjusted to ensure the distance between the runways ensures that aircraft can take off and land simultaneously without affecting each other.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct and work monthly to inspect and urge the implementation of the project. Minister of Transport Tran Hong Minh and the agencies coordinated to implement the tasks according to their functions, tasks, and powers, especially implementing component project 4 to ensure synchronous completion with component project 3 and other component projects.
Regarding traffic connection infrastructure works, the Prime Minister basically agreed with the proposals of the agencies, requesting to ensure and accelerate the progress of ongoing projects. The Ministry of Transport reviewed and studied other connecting traffic options such as metro, or subway, or high-speed railway connecting Long Thanh and Tan Son Nhat airports, ensuring the fastest, most effective, ensuring that the route and investment capacity must be completed in the first quarter of 2025…
Regarding the capital source of the Vietnam Expressway Corporation (VEC) in expanding the Ho Chi Minh City – Long Thanh Expressway, the Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct this content, report to the Prime Minister on the solution before December 15, 2024; complete the documents submitted to the National Assembly in December.
Requesting the People’s Committee of Dong Nai province to deploy the planning to develop Long Thanh city as an airport city, the Prime Minister also directed ministries, branches and localities to proactively carry out tasks according to their functions and duties, avoid pushing, and promptly submit to competent authorities for consideration issues beyond their authority and requiring additional mechanisms and policies.
